Based on nearly 200 interviews and extensive fieldwork, this book argues that political funds are won by an iron square of politicians, bureaucrats, construction contractors, and political party chairmen who rig bids for local development projects to create kickbacks. . The iron plaza remains strong despite government party changes due to reciprocity obligations that minimize revenue risks for contractors. Ultimately, this kickback network reduces the quality of development by reducing the resources available for projects and disrupting incentives to go ahead with projects. To break this iron block, the book recommends replacing sealed deals, a "best practice" that ignores reality, with a system that takes into account income stabilization and social obligations. Overall, the book argues that development scholars should advance political economy research to identify and then illuminate the games that decision makers must play to survive in the political sphere.
